Britian's post-war bête noire of Zionism


    

Desc: Sir Harold Beeley on Bevin. Ernest Bevin a Foreign Secretary in the post-war British Labour government. When dealing with the Middle East situation, some commentators[specify] have suggested that Bevin lacked diplomatic finesse. This critique argues that Bevin had a tendency to make a bad situation worse by employing ill-chosen abrasive remarks. Bevin was influenced by Harold Beeley, a pronounced Arabophile who was against the Balfour Declaration (see History of Israel by Howard M Sacher). In 1939, he joined Arnold Toynbee at Chatham House, he was first exposed to Middle Eastern affairs in 1946, when he was appointed Secretary of the Anglo-American Commission of Inquiry on Palestine, which recommended partition. Established in that year as a member of the Foreign Service, he was appointed assistant in the geographical department dealing with Palestine and soon became the Foreign Secretary Ernest Bevin's closest adviser on the subject. With the end of the war came the 'Jewish Revolt', which drove the British out of Palestine and prepared the way for Jewish statehood. Despite the intense feeling of betrayal over the 1939 White Paper and continuing tensions between the Yishuv and the mandatory authorities during the war, the leaders of the Jewish Agency did not initially have the sense that conflict was inevitable, for in July 1945 Britain elected a new Labour government which was believed to be sympathetic to their aims. The British Labour Party had long professed a fellow-feeling with Zionism, which shared its social democratic ethos, and at its Blackpool conference in 1944 overwhelmingly endorsed the principle of a Jewish Palestine. But the initial enthusiasm with which Ben-Gurion and his colleagues greeted the election of their fellow socialists soon turned to incredulity and disillusion when it became clear that the 1939 White Paper policy still stood. Behind the Labour government's apparent volte-face was the formidable figure of Ernest Bevin, a former trade-union leader now Foreign Secretary. A hard, unsentimental man, Bevin was not likely to be moved by his party's traditional sympathy with Zionism as much as by his view of Britain's needs in the immediate post-war world. It was an analysis created and sustained by permanent Foreign Office officials who had long since concluded that Britain's interests could only be served by a pro-Arab policy. Principal spokesman for that view was Bevin's chief adviser on Palestine, Harold Beeley, who had been regarded with great suspicion by Zionists even before the war, and who was to become their bête noire as he increasingly seemed to be influencing his chief against them. But Bevin was not likely to be easily swayed against his better judgement, and he was not long in office before he came to share the Foreign Office's pro-Arab sympathies. At the heart of his concerns was Britain's need to retain access to the oilfields of the Middle East and the pipelines which crossed Arab territory to the terminal at Haifa. This was believed to be essential to the economic reconstruction of a Britain which had been crippled by the financial costs of six years of war. In short, the Labour Party's emotional and ideological sympathy with Zionism was shunted aside by the Labour government's hard-headed view of where Britain's interests lay in the Middle East. Under Bevin, Britain stood by the provisions of the 1939 White Paper (Louis, 1984). However, London's post-war Palestinian policies had not been created in a diplomatic vacuum. Harold Beeley, Britain's secretary to the Anglo-American Committee on Palestine, emphasized this point in 1947 when he stated: The Zionists believe that Palestine itself is of first class strategic importance to us. What is important, I think, is the effect upon our Middle Eastern position generally of our policy in Palestine. In their obituary of Sir Harold Beeley, the British newspaper The Independent writes: "Harold Beeley's reputation, and the high esteem in which his colleagues in Britain and abroad held him, rests mainly on his role as one of the most influential creators and practitioners of British policy in the Middle East." He recognized, perhaps earlier than others "that a romantic notion of desert hawks and black tents was an unreliable basis for policy, and was delighted when a well- known Arabist of the old school was heard to say, 'Beeley is a bit of an Effendi.'" He certainly was.

The United Automobile Workers-CIO commissioned this film to ease ethnic tensions at the union's integrated southern branches and, according to UPA animator Bill Hurtz, approved the film's storyboard. The story focused on a group of men of different ethnicities who discovered that they suddenly lived in the same neighborhood. Each man had an alter ego who mentioned ethnic stereotypes to convince him to avoid making contact with his neighbors, and an off-screen narrator provided arguments to counter the ignorance of the alter egos. The novelty of Brotherhood of Man lay in its arguments, many of which focused on dispelling myths about black people. The cartoon's narrator noted, "It's only color and a few other 'frills' that distinguish our three races, the Caucasian, the Negroid, and the Mongoloid. There is no difference in physical strength." He also deemed the difference in ethnic groups' average brain sizes irrelevant because "it isn't the size of a brain that counts. ... It's what it can do." He stated that the level of a people's civilization depended upon their environment instead of their ethnicity. He concluded, "We have to see to it that there's equal opportunity for everyone from the very beginning... an equal start in life ... equal chance for health and medical care ... and a good education ... an equal chance for a job. Both pulled the load easily with the heavier 2426W tender. The 726 slipped a little on take off on the Gargraves track. The consist is 5 MPC boxcars, 5 Postwar tankers, 1 Postwar hopper, 7 Modern hoppers and a MPC caboose.

The novelty of Brotherhood of Man lay in its arguments, many of which focused on dispelling myths about black people. The cartoon's narrator noted, "It's only color and a few other 'frills' that distinguish our three races, the Caucasian, the Negroid, and the Mongoloid. There is no difference in physical strength." He also deemed the difference in ethnic groups' average brain sizes irrelevant because "it isn't the size of a brain that counts. ... It's what it can do." He stated that the level of a people's civilization depended upon their environment instead of their ethnicity. He concluded, "We have to see to it that there's equal opportunity for everyone from the very beginning... an equal start in life ... equal chance for health and medical care ... and a good education ... an equal chance for a job. Desc: Part 1 The Pennsy's West End and its Neighbors Gene Miller took superb 16mm movies of railroad steam action right after World War II. (75% in COLOR!.) Join with us as we step back over a half century to view and enjoy Part 1 of the memorable rail movies he shot mostly during the era between 1945 and 1950 with, perhaps, some scenes earlier than that of the Pennsylvania Railroad in Metro Chicago, St. Louis, Terre Haute, and the surrounding areas and its neighboring railroads. An incredible array of steamers from the Pennsy appear in the major first part of this program, such as J-1's. T-1's, K-4's M-1A's, H Class 0-8-0's, H-6's, H-10's. Early diesels also show their stuff, such as F-3's, F-7's, as well as Baldwin Centipedes. Many other railroad's steam and early diesels are found in Chicago, and the West End including Frisco, Alton & Southern, Terminal R.R. of St. Louis, Grand Trunk, GM&O, C&O, C&WI, DM&IR, Erie, Monon, Belt Ry, Chicago Great Western, C&NW, NYC, Wabash, and L&N.
